This is a work in progress but it is based of the RYC program on bleachanime site without being so strict. I also took this idea:

for my chart.

The idea of my chart is a baseline, if you want to be more like kenpachi, we can allow you to degrade the ranks to allow more skill in other categories. Maybe allow captains and Lieutenants to have one less active if they want 3 passive?

Captain: Bankai: 2 passive are fully developed, 1 , 2, 3, 4, and 5 active is fully developed
Lieutenant : Bankai: 2 passive are fully developed, 1 , 2, 3, and 4 active is fully developed
3rd: Bankai: 2 passive are fully developed, 1 , 2, and 3 active is fully developed.
4th: Bankai: 2 passive are fully developed, 1 , 2, and 3 active is fully developed.
5th: Bankai: 2 passive are fully developed, 1 and 2 active is fully developed, 3rd active is Not fully developed but stable
6th: shikai is slightly stronger then the 7th seat due to Reiastu amount and may start bankai training but not allowed to use bankai unless 5th seat or higher
7th: shikai is slightly stronger then the 8th seat due to Reiastu amount and may start bankai training but not allowed to use bankai unless 5th seat or higher.
8th: shikai is slightly stronger then the 9th seat due to Reiastu amount and may start bankai training but not allowed to use bankai unless 5th seat or higher.

I am leaving this thread open for comments, anyone can give input on it, it is a work in progress and I want to know what you think.

I like the system. One thing, however. This set dooms low seats to a very weak Shikai. I think it would make more sense for seats to overlap in their abilities. For example, a 20th seat that chooses to focus on Zanpakuto should be able to best a 19th seat that doesn't.

The list is to show what the best you can have, you can be lower then your seat if you do not put points or focus on your zanny. for lower seats it is a lot more then you get when BA's RYC, even at max. they start to overlap around 12th seat ish.

after 12th seat, the RYC and this chart are pretty much the same, if you compare the max you get with the YRC for each seat.

say you are a 12th seat and you put points in it to only compare to a 14th seat, then you have to follow what the 14th's seat statement. It would be too much to write each level you can have, so it is much easier just to follow that rule

on BAs RYC it is like you do not get an active till the 16th seat and for a 16th it will say it is immature and needs development. That means 20-17th at best are suck only with passives there.
